From the introduction:

The year is 2008, and genius scientist Alex Mercer has just been shot dead at the hands of a Blackwatch hit-squad after stealing the Blacklight Virus that he had created for Gentek. Unfortunately for the rest of New York city he threw the vial of Blacklight on the floor in spite, shattering it moments before his death. The vial spread the infection incredibly fast, and turned the hit-squad into mindless monsters while Mercer was resurrected from it instead. Over the course of a few days the will fall city into chaos, soon followed by martial law as the government tries to contain the infection to save lives, and Black-watch is recruited to help combat this exotic threat.
