This is due to many of the items having less than reputable uses, either in addition to or as an abuse of their main use, or because they have no truly honest use or are just plain dangerous. How illegal a specific alchemical item is will depend on the locale. the most law-abiding place may have only those with an honest use available to buy, and even those will be highly regulated. Less scrupulous locales may have anything that doesn’t pose a threat to the rulers available. Given their often-dubious uses, these alchemical items may be in the possession of less than honest individuals.
