Action Point & Reaction Updates

From Introduction:

Action Points: Characters in the Arth setting are men and women of action. They do not sit and wait around for adventure to come to them. Unless some effect designates otherwise, characters begin combat with a number of action points (AP) already available.

Reaction Uses: This system replaces the normal system of Reaction bonuses and penalties, instead making Reaction work similarly to the revised rules for Recognition, found in the Saga Machine Companion. In this way Reaction has a more noticeable use.
