The Personal Building Markets by Louis-David Péloquin:
When a tile is purchased and placed in a player's reserve (ie not into their Alhambra), a currency color is assigned to that piece. As long as it is in the reserve, any other player may purchase that tile by paying the appropriate amount to the player whose reserve they are purchasing from. The player who owns the tile may place it from their reserve into their Alhambra using the "Reorganize" action as normal, without paying any extra cost.
