Allegiance to the Emperor

From the introduction:

Daniel Hatcherman will approach those who are his allies/friends and tell them that Sven Oldarsson is engaged in a power play. He has many allies at home, allies he has used to gain backing for this mission. If it succeeds, he will be untouchable. But if it fails, he will be disgraced and Daniel will be able to arrest him for mis-use of Royal forces. Daniel warns the PCs frankly that this is an attempt to colonize Rokugan and urges the PCs to thwart it. “I have come to greatly admire your land in these three years I have been here, watching Oldarsson’s activities. I would not see your country become a colony as so many others have done.”
