From the introduction:

Because in history several key figures in the National Assembly participated in duels, the game allows this component. Whether to include dueling is up to the instructor.

This rule adds a fun element to the game. It also reiterates the persisting appeal of some aspects of feudalism. More, it has the potential to shake up delegate totals, which can make the game more fluid. On the other hand, students may waste time plotting duels when they should be working on doing research and writing papers.
