Hex-and-counter, Red v. Blue, brigade/battalion-level wargame of modern land tactical actions, with the emphasis on title's Command, Control, Communications, Computers, Knowledge, Information, Surveillance, and Reconnaissance. Even the basic game requires players to place and move Information Nodes so that their other units can be given orders.
Advanced rules allow the sides to advance beyond the WW II=level paradigm of the basic game, e.g., replacing hierarchical communications trees with true networks that have redundant paths.
Game is in Chines; professionally done eight-page English translation, and two pages of charts, provided.
