Center City

From Introduction:

Center City was developed and founded in the late 1950s by wealthy real estate baron, Walter Chad, as an urban enclave for the well-to-do. Unfortunately, things took a turn for the worse when various organized crime groups moved in to take advantage of lucrative city contracts and exploit the corruption that was rumored to be rife among the metroplex's political body. By the 1980s, the local concept of the city’s “good section” fell by the wayside, and now there are no good sections of Center City, only lesser degrees of destitution.
