A deck of Issue cards will add a touch of luxury to your play experience---even in an online game, and quite possibly even in other RPGs. For a face-to-face gaming group, you'll want one deck per player--- but feel free to get 2-3 decks and declare that only 2-3 people can be on any particular Issue. ^_^
