Description
There are many branches of law enforcement and military that use Close Quarters techniques to surprise and overwhelm those they seek. Perhaps a specialised group of guards could have been trained to carry out raids on thieves guild hideouts, or specialised soldiers were trained to ambush the ambushers out on the trade routes between cities. These fighters appear quickly, strike hard, and usually earn victory before their target even knew what was coming.
