Urban adventuring in wargamey D&D is difficult because the environment is so complex, maneuver is very free, and the game lacks actionable structural procedures for how to prepare urban adventures. Leaves the GM improvising a lot, and the adventurers wandering around uncertain of how to engage with the scenario. Or worse, you write a plot.
I seek to address these issues with an “affair system”, sort of like dungeon prep for gritty crime drama. Scenarios are conceived of as relationship maps between NPCs, and the adventuring activity is about investigating these relationships and surviving the resulting onset of urban violence. Basically like a hard-boiled detective novel
