from the introduction:
Deep Water is intended as a beginning scenario with which to kick off a large-scale Cult of Transcendence campaign. Although it is designed for a group of investigators who are already a part of Delta Green, it should not be difficult to adapt it to a group of law enforcement officials with no prior supernatural experience (considering the large amount of “vanilla” investigation present).

It is recommended to run this scenario with at least four, but no more than six players.
