The city of Detroit is in trouble. The people are under attack from Canada on a daily basis. But they don’t seem to care, because they are under the sway of Hoi. Hoi is a mad magician who has the Mayor as his personal zombie and Detroiters as his banks. Most of the people do what Hoi and the city says. However there are a few out there who can resist and fight back. But the ones that can resist are not heroes (for the most part), they are villains. The Purple Gang run what the city doesn’t. They not only fight the city but the occasional gang that wants in on their action. Outside the city limits is a different story; they have to stop invasions from the City, The Purple Gang and Canadian troops. While technically a law-abiding city in the US, Detroit is trying to expand its boarders. If it can expand its boarders Hoi can gather more followers. Hoi can only influence those that live in the city limits. So if the city can swallow another smaller city on its boarders Hoi can gain more followers and he can become richer. You see Hoi isn’t in this for power; he’s in it for the money. The people of Detroit pay a high tax rate, 79%. And they love to pay this much in taxes, they love the Mayor and they love Hoi with their vary lives. The Mayor has a salary of over $10,000,000 a year. This “salary” he hands over to his master, Hoi.
