An ambitious project, Digital Empires attempted to cover rules for all miniatures periods and scales: skirmish to large armies, caveman wars to science fiction battles of the future. It was only available as a pay-per-PDF file from the publisher, and was over 50 pages long. It covered everything in miniatures combat: movement, morale, ranged weapons, melee, terrain, etc.
