From the introduction:
The Seekers arrive in Rockingchair to celebrate the city's annual music festival, known as Wenlii. During the music festival, things go wrong when there is a stampede through the main concert thoroughfare. When the stampede subsides, the organizers of the concert identify the characters as Seekers and ask them if they could investigate what has gone wrong. From the start of the festival there have been a number of accidents culminating in the stampede, which seems far too coincidental. The Seekers' investigations lead them to a man, Ven Rentlii, who has decided to test his experimental herbs on familiars during Wenlii. The Seekers then subdue Ven or he escapes.
