Most NPCs are faceless individuals or bystanders. However, many of these GM-controlled characters are important persons with backgrounds, motivations, and influence over the campaign who serve functions just as important as the as the PCs.

Armand Washington - Career government bureaucrat who dislikes superheroes and their “vigilante” tactics.

C. Christian Coble - Newspaper publisher and media empire mogul vocal about the dangers of masked heroes.

Dayton Tenant - Leader of the Coalition of Humanity, a right-wing organization secretly working to eliminate Metas from the world.

Elizabeth Colt - Former lover of Dell Greyson (Grendel). She is a scientist working to undo the genetic monsters created by the Superior.

Felicity King - Deaf sculptor, popular in the NYC art scene, and married to the Challenger, Brute.

Ginger Guys - CEO of Wyatt Industries; managing the company while Eli Wyatt operates as the hero Spartan.

Howard Rameses - CEO of Rameses Corporation after the discovery that his father is the costumed villain Red Cap.

Kimberly Neumeyer - Fashion model and lover of Chuck Mallard.

Mary Sanders - Grandmother of Simon Sanders (Recluse).

Nelson Franks - Defense attorney for the underprivileged; making use of Matilda Mangold (Jersey Devil) as his personal Private Investigator.

Thaddeus Colt - US Army General and warden of Project Purple: secret holding facility for the mutations of the Superior.
