You have to implement changes in the city to make all the existing problems disappear but also to make sufficient progress in 3 of the 5 key indicators. To reach this goal, you will select and assign experts to carry out the evolutions.
But these experts will also have to be used to manage crises which, if they accumulate, will cause you to lose the game.
Each of you will be assigned special powers (roles) and may have access to good plans to help you accomplish your common mission.
Players either all win together or all lose together.
