The existence of superhuman powers complicates the detention of Super Powered Beings (SPBs). If an SPB can walk through walls, turn into smoke, teleport, or rip steel with their bare hands, no ordinary prison cell can contain them for long. Any individual possessing superhuman strength, speed, or mind control represents a potentially lethal threat to correctional officers and civilians.
Once the United States government accepted that super-powered criminals would be an ongoing threat for the foreseeable future, bureaucrats, politicians, lawyers, and the public debated how best to punish and incarcerate this new type of criminal. Eventually, the government ordered the Espionage and Governmental Law Enforcement (EaGLE) Division to construct several super-max security prisons designed to hold and neutralize super-criminals.
Although several of these facilities now exist across the country, the Gereza Maximum Security Facility, nicknamed “the Black Box,” remains the largest, most successful, and the most famous (or infamous, depending on your point of view) still in operation.
Everything about the Black Box revolves around keeping the most dangerous and destructive individuals separated from the rest of society for as long as possible. To that end, the prison features state-of-the-art construction and technology designed to neutralize or at least weaken its prisoners’ powers and abilities. However, the prison offers little amenities or rehabilitation for its “guests.”
