From Introduction:

In Fear at Fiveways, the players suddenly find themselves in a sticky predicament. Without realizing it, they have fallen afoul of the law in a settlement that has had to cope for years with the crippling scourge of rampant crime. The townsfolk's answer to this problem is a draconian penal code, with the sentence for many (seemingly minor) offences being death. The exact nature of the
crime is left to the DM but it can be as trivial as is necessary
to ensure that the PCs are guilty.
