This is a scenario I have used for a few years in discussion of law reform and the way in which different interest groups contribute. It is based on gun law reform but I shifted the emphasis to ferret control in order to depoliticise the debate and stop students getting sidetracked (as they were in the original). BTW the news headlines were put on the OHP at regular intervals in order to shift the ground of debate. Otherwise, hopefully self explanatory.
