The ? card is mixed in with all other cards at the start of the game. It counts as a wild and always takes on the lowest value of any card played by other players. Thus, this card can change its value several times before you discard it from play (either because you pushed the card through or because it is flushed down the drain by other players).
Included in every copy of Get The Cheese! from Stronghold Games.
