Justice. Justice is a hard word in the Wasteland. Before the war it was easier. Build a massive underground supermax prison, and send the worst criminals and dissidents there to rot. Of course it was the prison of the future, so they had to power it with the best stuff around. Now the RAD levels are fluctuating wildly. Someone better figure out what is going on, before there's glow from Big Water to Alamogordo. FutureMax is an Exodus OPS campaign scenario for 4 to 6 characters of 3rd to 5th level and can be easily adapted to any other post-apocalyptic setting.
