From the introduction:
Thuneche is a planet in the player's sector that for many a year was criminally mismanaged by the corrupt rulers. The Imperial Navy has had to intervene in a humanitarian gesture supported by the populace. There is currently battling widespread famine, disease, and poverty. However, spurred by a recent film made showing the scenes of tragedy, "Peace Relief", the heart of the sub-sector has gone out to Thuneche and relief aid is pouring in.
The players are a group of doctors escorting a shipment of medical supplies to the plague stricken world. By Imperial Naval law, any ship travelling any segment of the journey must give priority passage if such is available. They first segment from Caw to Locksure was pretty bad, being on a tramp freighter, "The Drunken Harlot". To make up for it their administrative leader Wanda Womyan argued especially hard with a Luxury Liner, The Star Queene, convincing its chief steward that things could be made bad for Arnelia Lines if they were refused.
Unfortunately because of the short connection time, most of their personal baggage was lost although the supplies were transferred.
They drug for jump as usual and the scenario begins when they regain consciousness on the morning of Oneday.
