Gnome Improvement

The gnomes of Zuggaby!! (yes, the "!" is part of the town'sname) have lived underground for centuries, just the same asmost other peoples in the world of Pagrodin. However, in allthat time, they never figured out how to hold the "lessgnomely" citizens who broke one of their very few rulesaccountable. After all, breaking a rule usually happens byaccident, and no gnomely gnome wants to be a prison guard,so the less gnomelies are usually given community service asa consequence. If they perform their duties well, they can beconsidered just as gnomely as the average gnome.
