Most of the people who live in the wastelands share the following four characteristics:
they consider themselves to be goblins;
others see them as goblins and deal with them however they think goblins should be dealt with;
they have one or more unique (or at least rare) mutant features that distinguish them from others;
and they don’t belong to a powerful political faction, like the orcs and Moon Goblins do.
But instead of constituting a cultural or social majority, these goblin mutants are more like a collection of numerous minority factions — guilds, gangs, and warlords, wealthy mutarchs and their mercenary bands, sorcerous cults and covens, active smuggling networks, and even isolationist settlements. Many of these groups operate out of The Quarry, where the business of stone dominates everything, but none have as much power as The Eyrie or The Furnace.
