From the description:
Count Leopold was never the sort to be accused of wisdom nor kindness. He abused his people, overworked the fields, betrayed his men, and to his many wives was a veritable bluebeard of an ogre.
He languishes in his fortress now, old as dust and vile as a putrid fungus. No company save for the wailing cries of his many children, malformed gluttons born from his psyche rather than any lover’s womb.
In the hamlet of Handegg, the people are dying. They seek vengeance, to slay their foul master and appoint a newer, less unkind soul to rule over them. But food is low, morale even lower, and all fear what the Count may do to them next.
HANDEGG is a one page setting for use with most anything, ostensibly designed for use with TROIKA! by way of KRIEGSMESSER. It is just a fun little location to throw down anywhere, filled with several pastoral randomizers; useful as a tiny site for an uprising against a cruel tyrant, or as a mere road stop on the way to further adventure.
