The Syndicate changed the paradigm. While the Syndicate observes its own code, it does not restrict itself to a limited field of crime. Every few months, they change their modus operandi. They alter their tactics and tackle different areas of criminal activity without warning. The (many) law enforcement agencies determined to take down the Syndicate believe this shifting is one way of keeping enemies confused and perpetually off-balance. While this surmise is accurate, there’s more involved. The Syndicate’s leader, Dale Anderson (AKA Dual), is herself perpetually evolving and changing. Her power to split off pieces of her psyche and “infect” other people means she’s constantly in flux to some degree. Her splinter versions are inter-connected. Every time she infects another host to add to her stable, she adopts some of their thoughts, ideas, and desires. This gives her the ability to see problems from many different angles at once. She can draw upon dozens, if not hundreds, of hosts to keep ahead of the Syndicate’s competition.

One example of Anderson’s ability to think in unexpected ways helps explain why she recruited Konane Upala (AKA Cascade), an individual ill-suited to working with a team, in the first place. Upala is disruptive, destructive, and difficult to control. He cares nothing about anyone else's wants or needs, including his teammates. For all these faults, Anderson keeps him on the team and manages to keep him controlled in large part because Upala knows that Anderson can easily consume
