From Introduction:
While the Language skill as found in the core d20 rules is fine as it stands, there are those who desire a less simplistic and hand-waved version for their game. This skill seeks to present a more complex and rich version of languages while still keeping that aspect of the game somewhat abstracted.
Characters may learn a number of different languages throughout their lives. Language is a complex thing, and is most often learned in stages of fluency.
