This is a doujin (fan-made) game that was made on demand for the Japanese game shows. To get it, you needed to order it in advance and then pick it up at the show. It was not made for the general public.
The game is set in the Legend of the Galactic Heroes world; more specifically, the Lippstadt War. The War was a civil one, fought between the Goldenbaum Nobility and Reinhard's followers. In the end, Reinhard's side would win the civil war, and the Empire's nobility would be ended, leading to a Constitutional Monarchy.
The game uses Decision Game's Red Dragon Rising system, which has been adapted and rethemes for the Legend of the Galactic Heroes. The game includes a map, rules, charts, and 65 counters that you need to mount and cut out.
