English translation:
United States of America, 2010: crime is rampant in the country, murders and robberies are unstoppable. During a secret meeting between the Pentagon and the security agency Manta Corp a serious decision is taken: to build a maximum security prison in the desert, to imprison the most dangerous and unstable elements of the society.
