Comments:
When using this kit, control of a company now rests with whoever holds the majority of Director's certificates. Commodity cards permit ordinary track to be changed into stations and thus represent the revenue that can be earned by goods traffic. The Disturbances card closes a chosen city for one round.
The rules sheet contains alternative rules for 1853, which include the use of the place cards in this kit to determine the seating order.
