'Necropolitics' is a quick-adventure for a party of four 2nd level characters. Very little adaptation should be necessary to use in any campaign setting.

Adventure Background
This large city has formed the strangest cult. After suffering several large scale disasters, the king of the land decided to expand the graveyard. Turned into the ‘Grave District’, high walls were constructed over the damaged streets and destroyed buildings. The ruin was condemned as uninhabitable. The dead were carted inside and dumped into large pits. Later, the diseased were forced into the district to keep them quarantined. Even the King’s wife passed, and to stop disease she was given a tomb in the Grave District.

Then came an enigmatic person calling himself the ‘Necropolitan’. It began to be rumoured that someone was trying to rebuild the Grave District and make it livable again. However, after a year more and more activity was reported to be happening inside of the district. Rumors of people once again living inside of the Grave District began to swell. Over time the truth became known. No one was ‘Living’ in the Grave District. Instead, the dead were rebuilding, and word spread that a new Necropolis was being built just inside the city walls. Others began to say that the Necropolitan would end pain, suffering, and hunger for the dying and the damned if they came to him and lived in the Necropolis. The King took serious notice then, and when the Necropolitan declared all corpses in the city as ‘Citizens’ of the Necropolis, he knew he had to to something. Scores of soldiers went into the Grave District. Few citing, the dead had killed them, and now the dead soldiers were joining as new citizens.

That is when one of the survivors spoke to the King of something he saw. The former queen’s corpse was awake and married to the Necropolitan.

The King was enraged. He ordered a bounty to anyone who could destroy his wife’s defiled corpse and set her soul to peace.
