The rules provide two new ship types (pocket battleships and heavy cruisers), adds ships from the Russian navy, and includes additional optional rules (including "squadron rules" and Japanese Long Lance torpedoes).

Britain: Revenge, Royal Oak, Warspite, Barham, Howe, Duke of York, Anson, Nelson, Repulse, Warspite, Malaya, Valiant, Resolution, Kent, and Cumberland;
Germany: Graf Spee, Adm. Scheer, Lutzow, Prinz Eugen, and Adm. Hipper;
France: Suffren and Algerie;
Italy: Duilio, Andrea Doria, Trento, and Trieste;
