From the introduction:
You know the various dragon races have their differences, but what has happened recently defies all belief. Yesterday, before a meeting of the Council on All-Clans Isle, the Amethyst dragons of Clan Regalen brought along a hatchlings named Amtar. Since hatchlings are not permitted to attend the Council meeting itself, Amtar was left in the care of a young silver and green dragon in a cave a distance away from the Council's Aerie.
