Publisher's blurb:
Laurel’s Canopy is supposed to have one of the strongest legal codes in all the Woodland—the Pandion Decrees, created by Lord Pandion Osprey. But Pandion never finished updating the Decrees to match current realities before he died, and now the clearing is mired in bureaucracy controlled by the Clerkdom, an institution devoted to parsing the Decrees in ever finer detail. In all the confusion, the Corvid Conspiracy has taken root in Laurel’s Canopy, and the twisted Decrees inhibit the clearing’s current ruler, Nanit Osprey, from taking necessary action to oust the Conspiracy. Denizens upset with the failures of Nanit Osprey are beginning to organize into revolutionary groups, and the fuse of disaster has been lit.
