From the Module description:
In the Hollow World of Mystara, the various Winged Folk Races are on the cusp on Disaster. High King Shaemus has realised that something is wrong with Winged Folk Society and has set the PC's to find out what it is and solve it. Something... or someone has been twisting their society until it is a powder-keg waiting for disaster.
All the PC have histories with each other, but as the most influential members of their respective Races, they are expected to put all of this aside and discover what is wrong. This may be easier said than done, however... and the Players are to stay as true to these instructions as they are able.
