Year 2099. People around the world are born with superpowers. Some possess superhuman strength, others can control elements, manipulate minds, and many have magical abilities. However, some use these superpowers to commit crimes and spread chaos. In response, the government has funded the creation of S.U.P.E.R. agencies (Super Units for Protection and Elimination of Risks), where groups of SUPERHEROES are dedicated to capturing SUPERVILLAINS across the country and bringing them to justice.
In this card game, each player is the director of a hero agency and must capture villains using all available resources to prove their agency is the best because... THERE'S NO MORE MONEY. The budget has run out, and only one agency will be able to keep operating!
