from the Adventure Background:

Kiril Volskoy is a warden with a problem, a secret, and what he thought was a solution. For years Volskoy has used his secluded prison work camp near Lieske ... as a training ground for fighting dogs.

A few months ago, one of the prisoners brought a lump of glowing green stone up from the depths of the mine. Volskoy recognized it immediately as warpstone and had the unfortunate prisoner place it in a metal box.
