The Officer Exchange Program is a participation prize given to players who participated in the "A Matter of Honor" episode Organized Play Event. It is considered a Resource, and costs 0 Squadron Points.
Before building your fleet, you must pick two factions. Captains, Admirals and Crew from those factions can be freely assigned to each others' ships with no faction penalty. Additionally, Captains and Admirals assigned to ships of the opposite faction receive a 1 point discount.
