Things are changing in Wellstone City. Familiar places may have unfamiliar faces and you never know where to go to let the heat die down a little, especially when everything you touch is red hot. Luckily, The Cooler is just the place to go. Unluckily, you have to be in with the Junta in order to get there.
If you're in the know, you can hang out at this little dive tucked into the Artery. If you're not in the know, then you're not going to be in The Cooler, you'll just be out in the cold.
