In a chat room game, looking up rules and consulting character sheets is largely a waste of time, and a break from the narrative of the story. Gary Gaygax said that game masters don't really need rules, but he also said random chance plays a huge part in everyones life. One of the core principles of the D4 system is that the dice roll is there simply to add a random element to the narrative, not as a means to deny a player's decisions.
