A scenario designed to provide a new finale to The Enemy Within campaign. Hogshead's planned final chapter, 'Empire in Chaos', was never published, and there had never been any intention to reprint the original conclusion, 'Empire in Flames'. This left the campaign without an ending, so 'Empire at War' was designed to take on that role. It also had the aim of bringing the background of WFRP1 in line with the (then) current background of the Warhammer World, explaining how the changes in electors and provinces had come about.
Continuing where 'Something Rotten in Kislev' left off, the adventure sees the Player Characters deal with political machinations, intrigue, assassinations, spying, religious conflict, the nobility and problems of impending civil war. Includes background information, maps, handouts and NPC details.
