This is a game for 2-5 players and one game master. The players portray heavenly beings of immense power who have been assigned to the Subcommittee for the Preservation of Planet Earth. The game master prepares the majority of the situations that the players will face, and guides them through the story. He is also responsible for adjudicating the personalities of non-player members of the Harmonious Congress.
