The Icons of Scourge are each one an indestructible artifact about the size of an open hand and made of a painted wood-like material. It has no consciousness, therefore no will by itself and should not be considered evil nor good. It exists beyond morality as the literal manifestation of an idea, with a preprogrammed function that it executes without reflection.
