As the players are introduced to the Rebellion. They see how they struggle to keep up with the vast numbers of imperial forces across the galaxy. They are outnumbered and barely manage to control their forces to operate as effective as possible without being detected and overrun. They therefore rely very much on intel from spies and operatives across the galaxy to just keep ahead and find out what the empire is up to.
