From the Module description:

The Mummers Faire has arrived in its home plane after traveling the multi-verse to rest and to recharge its energies. Upon arrival, however, it is placed in dire jeopardy by enemies of its own and by the nemesis of the very characters that staff it.

Two days later, no-one from the town has arrived, and things are looking suspiciously dire for the Carnival-folk. The Player Characters will have to assemble themselves into a traveling troupe and go out and find the very stuff of nightmares in order to set things to rights. All in all, nothing is as it seems and very little about what is going on is going to be apparent to the player characters at first.

The Player Characters start assembled at Gloom, the one place that The Mummers Faire is able to recharge completely. They will have to investigate the Mystery (where the inhabitants are) in order to uncover the sinister plot to destroy them.
