From the introduction:
Every eight years, the clan chiefs and mayors of the Concatenated Cantons of Perrenland elect a Voormann to lead the nation. The current Voormann's last year of this term is almost over and Perrenland's dignitaries are casting their eyes over suitable candidates. Who knows what skullduggery is going on in the background? That's why a group of resourceful adventurers are needed to investigate the suspicious activities of the Voormann's daughter.
