Vicious Villains: The Baddest of the Bad includes:

Apop The Destroyer: A mad Egyptian God that seeks to cull the weak from humanity.
Baron von Hades: A force for terror from the nation of Hadistan that hides behind his diplomatic immunity.
Celestia: An alien warrior that seeks to kidnap heroes (and villains) for breeding stock on her homeworld.
Cyco: A psychopathic assassin, addicted to killing. Any object is deadly in his hands.
Decay: Driven mad by pain, Decay can kill with a touch. Death and disease follow in his wake.
The Henchman: A one man army for hire to the highest bidder.
Lance Lexington: A multi-billionaire with designs on world domination.
Sylvia Savage: Due to a lab accident, Sylvia becomes a hulking brute whenever she is enraged.
Silver Serpent: A fallen hero whose alien Bands of the Serpent can create anything he can imagine. After the death of his girlfriend he has become dark.
Slyther: A biochemist who was turned into a man-hating human/serpent hybrid when his lab was decimated in a fight between the city's heroes and vilains.
