From the introduction:

A philosophical allegory can be drawn between free-form gaming and this system, comparing them to religion and science. The basis of free-form is faith: faith in the gamemaster to adjudicate fairly, take all factors into consideration, and maintain the scenario. The basis of Voyages is structure: a structure of theories and procedures, to be utilized by the GM to create the scenario and judge success and failure. And consider this: Religion and Science can be said to strive toward the same goal: an understanding of the universe and our place within it. Likewise, free-form systems and Voyages strive toward a similar pinnacle: to take the mechanics of the system "behind the curtains", allowing players to focus on the scenario and characters without distraction.

Voyages in Eternity presents a very complicated system on the assumption that computerized tools will be used to automate all or most of the computational processes.

The final version of the game remains incomplete, with perhaps the most significant missing areas being healing, movement, and a character knowledge system.
