This adventure is intended for a party of 2nd-3rd level characters and pits them against a pack of werewolves. The adventure was originally written as an aftermath to "Kelok's Tomb." It can be assumed that Tigermane infected and released some of the people his Gnolls captured and that these people formed a pack.
